R. Mark Mifflin of Springfield defense firm Giffin, Winning, Cohen & Bodewes, P.C. is the recipient of the 2011 IDC President’s Award. President Ken Werts selected Mifflin based on his unequaled services to advancing the mission of IDC in Springfield.
"Mark went above and beyond in service to the association this year, keeping us informed each time legislation was proposed that could affect our membership. He understands the nuts and bolts of how things get done in Springfield, so he is the person who can tell us where a bill is headed, if it is likely to pass or not, and who is supporting and who is opposed to it. With his advice, we know the important points to consider if we take a position on legislation. We had Board Member Barbara Fritsche testify at the capitol on HB 3463 in support of amending the Insurance Code in arbitration cases. The position the IDC took was ultimately the position the legislature took. The background information and the behind the scenes knowledge Mark provides IDC is invaluable when we need to make sure our voice is heard.”
A registered lobbyist, Mifflin is uniquely positioned to guide IDC in making an impact at the state capitol. "Because I am involved in both the legislative and the litigation process in my practice, I can combine those roles to advise my clients and the IDC. Being so close to the action in Springfield, I can let the IDC know potential consequences of legislation. We have to be vigilant because the IDC performs an important role ensuring the litigation process remains fair and impartial for all participants.”
Mifflin is now a repeat winner of the President’s Award; he was also the recipient in 2008 selected by past IDC President Jeff Hebrank. Mifflin said, "I’m pleased and honored President Werts would consider me for this award. I know the association thrives because of the contributions of many, many people.”
A defense counsel in both state and federal courts, Mifflin’s practice is concentrated in civil litigation in Central Illinois and in legislative and governmental affairs in state government. He was appointed by the U.S. District Court judges to serve as Chairman of the Federal Rules Advisory Committee in the Central District of Illinois.
